In Sandwell, hundreds of families remain stuck on housing waiting lists – yet council homes stand empty for months.
The average time it now takes to re-let a vacated council property has ballooned to 65 days. That’s more than three times the industry benchmark of 21 days.
Behind every empty home lies a deeper problem: a broken system that urgently needs fixing.

In January 2025, I submitted a Freedom of Information (FOI) request to Sandwell Metropolitan Borough Council (SMBC) via
WhatDoTheyKnow. I asked for:
- Year-by-year turnaround times for vacated properties.
- Internal documentation on void processes.
- Known causes of delays and relevant housing policy.
The Council responded with:

📊 The Numbers Don’t Lie
Here’s how long it took, on average, to re-let a council home in Sandwell:

According to SMBC’s internal void process flowchart:
- Tenant gives notice and returns keys.
- Void notification sent to internal teams.
- A pre-inspection is scheduled.
- Work orders are raised for: repairs, garden, gas, electrical.
- Property is inspected again.
- If failed: “Passed back to contractors” → Follow-up work orders raised.
- Once passed, it’s marketed and a new tenancy begins.

This shows clear evidence of repeat inspections and contractor rework – a major inefficiency.
📜 What the Policy Says – And Doesn’t
SMBC’s Tenancy Conditions (April 2023) lay out that tenants must:
- Give 4 weeks’ notice.
- Return keys and leave properties clean.
The Council must carry out repairs “within a reasonable time.”
What’s missing? No target turnaround times. No enforcement of contractor SLAs. No public metrics.

Many properties fail final inspection. Contractors are frequently re-engaged for remedial work with no clear penalty for underperformance.

Sandwell’s void housing system is failing not from lack of funding, but from lack of urgency and innovation.
Other councils have proven that change is possible. Every day a property sits empty is another day a vulnerable resident goes without a home.
