Housing policies play a critical role in ensuring that local authorities allocate resources fairly and efficiently to meet the needs of their communities. As we adapt to significant economic changes, these policies must evolve to remain relevant and equitable. One such policy under review is Redditch Borough Council’s Housing Allocation Policy, specifically the financial threshold detailed in section 5.15.

Why Does This Matter?

The policy currently sets a financial threshold of £45,000 for households’ combined annual income. If your income exceeds this amount (and you’re not in receipt of means-tested benefits), you’re placed in Band 4—the lowest priority for housing. This threshold, however, was introduced in September 2019, and the world has changed drastically since then.

Changes in Financial Realities Since 2019

Several key factors highlight why this threshold may no longer reflect today’s economic climate:

  • National Minimum Wage (NMW) Increase:
In 2019, the NMW stood at £8.21/hour. By April 2024, it is projected to rise to £12.21/hour— a staggering 48.72% increase.

  • Inflation:
Over the years, inflation has significantly reduced the purchasing power of households, meaning £45,000 in 2019 doesn’t stretch nearly as far in 2024.

  • Rising Housing Costs:
The cost of private rentals has soared, making it increasingly challenging for households earning £45,000 to afford adequate accommodation.

What Should the Threshold Be Today?

If we adjust the £45,000 threshold in line with the NMW increase, it would rise to approximately £66,924. Using inflation-adjusted data, it would likely need to be around £52,000. These figures suggest that the existing threshold no longer aligns with current financial realities.

Why Redditch Borough Council’s Review Is Essential

Redditch Borough Council has always demonstrated its commitment to fair and equitable housing policies. We trust they will treat this issue with the seriousness it deserves, ensuring the policy reflects today’s economic landscape.

Key Questions for Consideration

We’ve raised the following questions to encourage a transparent discussion around updating the Housing Allocation Policy:

  1. Has the £45,000 threshold been reviewed or updated since 2019?
  2. Are there any plans to adjust the threshold in light of rising wages, inflation, and housing costs?
  3. If no changes have been made, when does the council plan to review and update this policy?
